Everyone in a team has one role: owner, admin, member or viewer. The owner is the person who created the team, or someone the owner transferred the team to. Only the owner can give the admin role.
Anyone except the owner needs an active seat to use the team. Without one, a person cannot see the team's content. See What a member without a seat can do.
